If I get the cutout before the cat but don't have an o2 sim, what will happen? Does the SES light just turn on, or does it actually affect the car in some other way? I will not have the cutout open all the time.

Is the cutout before or after the frontal O2 sensor? I don't know for sure, but I'd think that if it's before this will cause a problem b/c the car uses the front sensor as a narrow band O2 to monitor A/F ratio.
As for the aftercat, I'd think that maybe you won't have a problem with that. Since it monitors cat efficiency, it usually gives a light when it detects your cat isn't efficient enough (gets thrown off by high flow cats). I don't know whether a lack of exhaust would cause a light, but I'm thinking not.
