Ok i live in michigan and we dont have emissions tests here, and i plan on this weekend getting my headers, hi-flow cat, and catback exhaust put on... and of course today i read right on the front of the daily newspaper... "EPA wants to make Michigan have Emissions Testing".. of course, right just my luck. so i was wondering if i would pass emissions with a hi-flow cat?

YES and NO.
Depending on the cat and the readings your state will take. In Washington state I passed fine, then I move to california (where they measure NO2) and I failed. Why? I saw the headline too, so I was wondering about it myself...
I did some checking and the Free Press article says "the vehicle inspections wouldn't start for several years." looks like maybe 2010 for us:
