Ok a cutout is a piece that a muffler shop will weld onto your exhaust at the rear axle before the muffler. Basically it is like a opening that can be closed by "capping" or covering with a plate that they will give you (it screws on over the hole, returns it to normal operation) The cutout lets the exhaust run freely rather then through the muffler.

Sometimes this is reffered to as a exhaust dump or an open exhaust system. It will give you more power but at the same time some people experience low end torque loss with it open. I would recommend a cutout to everyone who has 60 bucks to kill. You can uncap the car and turn every head (and set off every car alarm) within a 200 foot radius. I get massive compliments and I adore the sound.

My biggest issue with the cutout is closing it. I like it to much to close it. FYI: it is illegal to run the cutout open and if you get pulled over and they check it, they could fine you and or have you sent to a smog referee. So use caution on where and how you drive with it open.
