The easiest and most effective improvement for 99+ is to remove the air silencer and replace it with a 4" PVC connector from Home Depot (part number 39923 22034 9 per the bar code).

Yes, that is the best way to go. Also remove the maf screen while you are they too. This will help out alot in the top end.

There's a pic of my 99 bird with the "Ghetto Air Silencer" mod in my signature... Do note that I had to use a 22 1/2* elbow instead of the 3" PVC coupler. It simply was not long enough. I don't have the Home Depot part number, but Lowe's and HD both carry the same manufacturer (at least here in RIC) and it was about $3... also, get 2 4" hose clamps and get to work ;)

Let me know if you need any help...

I just finished removing my air silencer. I used a 3" pvc coupling, that I got at home depot for 98 cents. It took maybe 5 minutes to do this and it was worth it. Check out the pic.

I tried that first, but it kept pulling the grommet off of the throttle body. It just wasn't long enough. Not sure if the air box is slightly higher or farther forward on the 99's than the 2000's.

It was fun taking a hammer to my old air lid and wacking those fins off. If any of you did it, i bet you enjoyed it. If you want to fork out around 100-150 you could get a whisper lid and not worry about pvc pipe.

Why wast 100 to 150 bucks on a lid when you can get the same deal for 4 bucks by using a piece oF PVC or for free if you use a coffie can like i did.

Knocking off all those flaps and getting pvc pipe is ghetto. You have to take around 1-2 hours to sand down where you broke those flaps off to get the lid to be as smooth as an aftermarket lid. It just seems to me like a lot of trouble then it doesn't look as good to me as an aftermarket lid lol call me picky. With a wisper lid design there seems to be less air turbulence in the intake.
