i'm looking at some bent pieces to put in my exhaust, but i'm getting a little confused. i have a 3" i-pipe and want to get 3" bends, but is that 3" circumfrence, inside diameter, outside diameter? what does the 3" refer to?

You are looking at something which is referred to as pipe when in point of fact it is tube, and tubing is measured by the outside diameter while pipe is measured by inside diameter. If you are looking for 3"tube it will be 3" in diameter.
