its pretty easy to break a bolt if you arent applying force along its axis. in a cramped engine compartment its often impossible to get good clearance.
gm probably wants you to break the bolt instead of stripping the threads in the cast iron block.
if the bolt isnt crossthreaded/tight you might be able to just spin it out with the drill going in reverse.

ummm... pacesetters come with all the hardware you will need... including header bolts..
only thing is the y-pipe bolts are too long.. but thats not a big deal..

take a dremel, and cut into the bolt so that you can fit a flathead screw driver on the top..
thats what i do when i break bolts...

I never had headers bolt on my stock manifolds.. I did have something called a stud.. which isn't a damn bolt. I snapped a STUD taking off the stock heatshield because my stock manifold was leaking directly over the stud.
P.S: Its still in there and my headers aren't leaking to my knowledge but the egr is =/
