    What muffler are you using?

Summit Turbo 3" in/out. the inner diameter is 2.5" but the muffler cost $20.00 on summit. It's a single outlet which I think helps out with rasp and noise. I'm going to try a magnaflow or a dynomax because of the 2.5" inside

Yea, I want a full 3" with dual outlets. Means my sound won't be as good, but I guess thats something that I'll have to deal with.

A cutout won't make the exhaust quieter when it's closed. Compaired to when it's open, it's an incredible difference, but it's incredibly loud when it's open. It doesn't sound like you ever want it loud, so it would be a waste of money for you.
As far as the 2.5 verses 3, as a rule of thumb, the more freely your exhaust flows, the louder it will be. A 3" is known to produce a deeper sound, but would most likely be louder because it does flow better. 2.5" is still deeper than the stock piping, so in this case, 2.5" sounds right to me for you. The magnaflow bullit style into a magnaflow single in dual out sounds like a good setup to me for what you're looking for.

look into a corse exaust, they are kinda expensive, but wile just cruising, you can barely hear it. When you floor it, kinda sounds like a race car.
