    sorry for the dumb question but do exhaust cutouts pass emission?

      On an OBDII vehicle, yes usually, as long as you have it closed when you take it in. All they do is scan it. Some states however may still look under there, and in that case you just say "It's for off-road use only" (I.e. Dragstrip)

        Depends on the wording of your state stature...even if it doesn't set off a SES code (which, it probably won't anyway), most state legislature say something to the tune of "The exhaust must exit behind the passenger compartment," which is why you could fail if you rolled into an inspection bay with an open cutout. To get around that, you just have to close it
