I went to go get my bottle filled and i was told he cant cause my bottle expired in 98 and that i needed to get it recertified from a gas specialist or something and that my nitrous filled up untill i do but i have never heard about the bottle being expired kinda funny. i have been spraying way after that expiration date.

It must be hydro statically tested :D
I used to work for a fire protection company and we tested many cylinders.
Basically they remove the syphon tube, hook up a fitting, insert the bottle into a huge metal tube filled with water, lock it up and crank up the psi, I think it was 3 times the psi?
Then it gets stamped.
Technically your shop is following the law.
You could have them suggest someone who does testing locally but it wont be cheap. Or you could find another nitrous supplier :DRace car - gone but not forgotten - 1997 firebird V6

It's cheaper to find another nitrous supplier.
Exact costs, I don't remember off the top of my head.
10 pound bottle is $150 - 180 right?
Testing I thought is close to 100 bucks.
