It is not exactly bad to spray at lower rpms, this seems to be a common misconception (3000 RPM is usually the "SAFE" rpm level to spray at. )
You can spray at lower rpms, say 2500 as long as your motor can rev freely and is not "bogged" down. Supposedly you could spray right off idle, as long as the motor could rev quickly  . (I am not going to test it.)
A Wet nitrous kit probably needs some more rpms in order to suck all the fuel into the cylinders. low rpm activation on a wet kit is probably the most common reason for a backfire.
Anyone else want to add to it?1997 Chevrolet Camaro v6 - 13.8@104MPH

In very simple terms, the best way to look at nitrous is that it will create a certain amount of linear horsepower across the band.
At 2000RPM if you normally can only make 50hp and you install a 100hp shot, you'll be making ~150hp on the bottle... a 3x increase in power.
If at 6000RPM you make 200hp and add 100hp shot, you're only gaining 1.5x more power.
As the rpms go lower, the torque increases exponentially to make the same amount of horsepower, and you risk severe engine failure spraying at low rpms due to excessive torque.

Paraphrased from the instructions of desktop dyno:
Spraying nitrous creates a tremendous pressure inside your cylinders. You are injecting a lot more matter into the engine than it was designed to take. This is not too much of a problem until you let that ample volume of matter sit in the cylinder too long.
This is why it is better to spray at at high rpm. It evacuates the large volume of gas much more quickly.1999 red camaro v6 M5: with a turbo
13.52@107.99
No, seriously: Who Farted?
http://www.cardomain.com/memberpage/600086
