Oxygen O2 Sensor Circuit Low Voltage (Bank 1, Sensor 2)

This is the O2 sensor for the catalytic converter correct? I currently have 59k miles on the car and I got a Magnaflow high flow cat around 40k miles. It seems kind of weird if it is my high flow cat that is messing up. I haven't changed any of the O2 sensors yet. I don't want to change the O2 sensor for the catalytic converter if the code wont go away. I know that this O2 sensor is to just tell if the cat is functioning properly and serves no purpose otherwise. I just want the SES light gone. Is it my catalytic converter causing the problem or do I need to replace the O2 sensor? Which is it? How can I figure it out>

    Thanks!!

from what ive read the high flow cat triggers the ses light. youre going to have to use and o2 sim to get rid of it

Also, the SES light will go on for maybe 100 miles and then go off.....go back on...off etc. It never stays on 100% of the time. Is it definitely the high flow cat causing the issue?
