Can I read and clear DTC's without unlocking a vehicle with credits?

You should be able to as long as its HPT. supported. You can download the file and look at it also, the only way you pay for it is when you go and try to flash it.

So hypotheticly I could look at any car that is supported and check/clear DTC's. And the only time I would have to use credits are on the vehicles I want to upload a tune too?

Yeah, it works. I scanned my gf's cobolt for fun while she was driving and never spent any credits on it.

What about Fords, Dodges, etc? Was looking at supported vehicle list, seems like that is just for tuning purposes...

If its supported by Hp tuners, you'll be able to scan and reset OBD II codes.
