nope, its how you do it. I did it for a person already on here, I tuned a 97 pcm for his 96 and he simply plugged it in his car and was set

not if it has the stock tune. If it had a modified tune, I'd tune it back to stock.
you also got to make sure its a auto or manual for whichever trans you got

you can put in a stock pcm. I changed a 97 auto pcm into a 97 manual pcm because he had a manual trans and then I tweaked some things like the speed limiter and fan settings for him
