How do you get your car to put out what it is really suppose to? I think you would ahve to remove the speed limiter, but i have no idea how any suggestions?

I also have been looking for options for removing the speed limiter. I found this post in a search i was doing.
Whats the best way for a 1996 Camaro. Do I have to update my ECU to a 1997+?
Whats the deal? and if a newer ECU is needed thats fine, but what programer or software is the best/lowest cost???
