My suggestion while you're driving it on those roads... pretty much what Gr8Schlotzky said.
Bilstein shocks. These will run a little over $400. Probably want to stick with the stock springs with the terrible potholes and roads up that way. I'd recommend picking them up from Strano for install advice, but other than that they'll all be around the same price once shipping's factored in.
1LE 32mm front sway bar. Pair this with some poly bushings and endlinks. Just be sure to grease it all well.
Like said earlier, you can stick with your stock 17mm rear bar, but might have a bit of extra understeer. Or you could pick up a used Z28/TA 19mm rear bar. Also pair that with some poly bushings, endlinks, and grease.
Bumpstops. Definitely a necessity. They're made of a rubber foam and will dry rot after some time. Don't go used when you can get them new. GMpartsdirect, Summit Racing, and a few other places have them. Part number is 10164173 and this is what they look like (tiny picture):
After that and replacing any excessively worn bushings you can find, this should make quite a difference in your car's driving habits. Should be enough until you start building that thing for the track. ;)
