If you change stock 16's to 17's will you have to change tires as well?

DO NOT GO AND BUY TIRES OR WHEELS. Do some research first cause if you really don't know if a 16 inch tire will fit on a 17 inch wheel then you'll get ripped off really bad. Now here is the real question... Do 16.5 inch tires fit on 16 inch wheels??? hehe
