How freely should the disc rotate? Should I hear pad/rotor friction?

The pads touch the rotor, although i think technically they actually are "floating" on a "frictionless" surface of brake dust. I don't think you should be hearing much of a sound as you rotate the rotor.

The rotor should rotate pretty freely. If the pads are touching it and making it slow down (IE the rotor doesn't slow down on its own accord), the rotors are most likely warped.
