The word 'best' and 'under $100' do not go together.

I recently replaced my tired Eagle GA 215 60 16 with Firestone Indy 500 235 55 16. I drove in the snow twice since and was satisfied with the performance. This tire is a good all-season compromise if you don't want to have two sets. I got out of the shop for about $450 to include rubber, mount, balance, disposal and road hazard.

You can get Blizzaks (215/60-16, should work) at tirerack for under $100. Or "Winterforce" for a lot less (I have no idea how well these work).

            Kuhmo 711's!

I got about 8 inches of snow and I only got stuck 36 times with my trusty kumhos. THey are only like $75 apiece too.
