I want to lower my car about the height of a vette what all do I need to buy? And how much do I need to lower it? Is Springs all I need to get it low?

What you are thinking of is Eibach 1.5" drops like 94firebird said. Than you will have as much (basically) drop as a vete. Which means as little space between the fenders and the tire.
