Brake pedal sticking cause brake lights to stay on

Is my brake pedal just sticking, or is the master cyl bad? The car sat for at least a year. I bought it wrecked, and i'm just finishing it up, but the have this one problem. Any ideas? Do you think that I just need to drive it around a little to build up pressure or whatever.
