Primary brakes and E-brake

Which wheels lock up when applied the primary brake and e-brake for my 95 firebird?

When you use your primary brakes (brake pedal) then you will lock up all 4 tires but the front ones will lock before the rear due to the brake being biased toward the front which is where all the weight is shifted onto during braking. When you use your E-brake it only effects your rear brakes and the E-brake isnt hydraulic. Most are connected to the rear brakes with cables and a cam system in the caliper/drum to push the pads instead of using a hydraulic ram like your primary brakes.

Cool, I pretty much understand now. Just out of curiosity, referring back to the primary brakes, how long does it take for the back to lock up after the front locks up. Just a split second or so?

When you brakes lockup depends upon so many variables that it is impossible to say. First, I guess you don't have ABS. When lockup occurs will vary based on what tires you have, what the air pressure is set at, what pads/rotors you have, condition of the brake fluid, condition of the road, condition of the suspension, the way the car is loaded, etc.
