I never heard of this before? What is it? seems like something that would replace factory bump stops?

It is a piece of aluminum that goes in between the bump stop and the car to make sure that your wheels do not rub.

Very simple installation and worth it for piece of mind if you spend a lot of money on new 17" or larger wheels and tires.

Yes, and they have a somewhat different suspension setup made to accomadate +17" wheels. The spacers are for when you move from 16" (on V6s) to +17".

Actually, this is wrong. Although the cars that come with 17" wheels do have a different suspension, it has little to do with accomidating larger wheels.

The cars that come with 17" wheels have a spacer installed from the factory.

You don't have to install a spacer for larger wheels, but you do take the risk of rubbing the tires and possibly damaging them over large bumps if you don't.

I didn't mean to say that the suspension setups were different just because they have larger wheels, guess I should have clarified. And I was not sure if cars with larger wheels came with a just a larger jounce bumper or a spacer installed.

Like Bass said they're not required, but they're highly recommended.
