I was wondering if 98+ front rotors can be a simple swap onto a 93 to 97 (specifically 95) Camaro and still retain the stock calipers and pads?

NO, you can not retain the stock calipers, and why would you? The 98+ brakes are dual piston, instead of single, and larger.
