i have a bmr adj phr and it doesn't change the height. it only adjusts the body left and right to center the car over the rear tires.

GM designs the Panhard to be installed parallel to the ground (as close as it can be given different vehicle loads, bumps, etc.). If it wasn't the car would handle differently in lefts and rights, and under acceleration and braking. GM doesn't want that.
The NASCAR guys often do, and sometimes angle the bar on ovals, but only a few degrees. There's no way it could be out by 20 degrees. One side would have to be about a foot higher than the other.
The Panhard may affect height by a fraction of an inch (more likely, a few hundreths) if it's at a slight angle, but it's not at all significant.
