My abs inop light comes on sometimes, but goes away when I turn the car off and back on. What could be causing this? Thank you

I've had bad wheel sensors cause that. A Tech II scanner should be able to tell where the problem likely is.
Trust me, thats better than it not working right, because if the light doesn't go on, what happens is that it "thinks" its skidding, and so therefore stops trying to brake until it "thinks" the wheel is moving again. Of course in the meantime, I'm panicing, because I really NEED to stop.
