What would it take to get tighter steering; not so much tighter handling, unless that's part of it, but just tighter-feeling steering. Just curious.

Upgrade to the Y87 steering rack (same one the V8's have). The Part number is in the tech database...2002 5-spd NBM Camaro

That's a good start, but I have a '92 Bird, so that database doesn't help a lot.
