I just received my revalved Bilsteins and I was wondering how to check and see if the shocks have been revalved?

As a practical matter you cannot do this. The easiest way would be to find a shock dyno and a set of non revalved Bilsteins to compare against yours on the dyno. Hardly practical.
You want a _very_ trustworthy vendor for this one. IMHO, Ebay won't cut it.2000 Firebird convert, chameleon/tan, M5, Y87, TCS, BMR tower brace and panhard, KBDD sfcs, 245/50-16 GSCs
