I agree with you that summer performance tires will out perform all season tire in wet and dry in some cases, but to say they always will is too much of a blanket statement. I have driven some summer tires that I loved in the dry, but they were down right scarey as soon as there was any water on the roads (I'm not talking about slicks).
We need more information form the OP to determine what kind of driving he plans to do and in what conditions to make any real suggestions. Like was previously mentioned tirerack.com ratings would probably be a great place to look over tires and see the reviews.
