Best pads for the value? I guess it depends on what you want. If you want to stop very quickly with lots of bite it's hard to beat Hawk HP+'s. They do dust a lot and take a few stops to get to full braking force when cold. I'm sure any name brand quality ceramic pad would be more civil on dusting though not stop as well. Beter brake pads aren't optimal without the best tires though, since your tires are what actually determine how fast you can come to a stop.
Trust me... mom works for Cooper tire... I always have the best of the best tires.

ugh I hate cooper. No offense to your mom, but I couldn't stand them. My bird had cooper cobras on it when I bought it and I wouldn't go back to cooper again after them.

well my mom, dad, step dad, sister, and brother have always had cooper's on our cars and not one of use has had a problem in over 6 years. Plus I get 40% off. BTW... cooper cobras are the redneck tire... thats the cheap sport tire that people buy. I went with a different tire on my firebird. I have cobras on the 80 malibu and they haven't been changed in over 4 years... I drive it a bit, but it doesn't even lose any air.
EDIT: if you are looking for a cooper tire... go with the ZEON series.
