Speedo ?

What makes the speedo read lower than it is actually going, bigger or smaller tires and bigger or smalle gear ratio????

Higher gears (numerically lower) than what the PCM is programmed for will result in driving faster than what the speedo shows.

I believe larger diameter tires have the same effect.

so like 2.73s u would be goin faster than the speedo shows than if u had 3.08s?

Yes, but only if your speedometer is calibrated to 3.08s.

Stock gear / new gear * Speedo = Actual speed
