The headlight motors like all electric motors work or not. If the rotor spins in one direction, it will spin in the other otherwise it would not move at all. For your problem, you will have to look elsewhere such as the headlight control module or even poor wiring. I have seen one F-body that had corrision in the connectors and all that needed to be done was to unplug them and clean them. Just wanted to say my two cents before you went and bought new/used motors and find out that the problem is something else.
